In your friend's case, I think she should contact the department explaining
her situation and ask for financial aids, because for the incoming students,
nominations for scholarship come from the department. Also if she is not
pursuing doctoral degree, applications for scholarship may be very
competitive.
A special case for TC is, you can easily find CPT positions when you are
studying, which should be enough for you to support yourself, such as working
in a high school. One of my friends is teaching high school chemistry and
studying for her degree at the same time--it is kind of requirement of her
program. I think it also depends one's priorities, for example my friend loves
being a teacher and that's why she gave up her industry job and back to TC and
study. I think her life is really busy but she is happy.
